Important Note: Be sure to contact your co-op to discuss incentive requirements and eligibility before making any upgrades to your home, since many of the programs require pre-inspections to qualify. All programs are subject to change.

The following listing provides popular energy-efficiency incentive programs offered by Kentucky’s electric cooperatives through 2012. Many programs are set to change in 2013, while others are ongoing. The programs offered by local cooperatives vary from co-op to co-op and do change over time, based on member needs. Specific guidelines about these offerings are amended frequently. Contact your local co-op’s energy advisor for complete up-to-date program details and specific eligibility requirements.

SimpleSaver (Water Heater and Air Conditioner)
This program not only will save you money but it also gives you the chance to become partners in load management and cost containment. Allowing Big Sandy RECC to install a direct load control device on your electric water heater or air conditioner will help Big Sandy RECC manage its electric load during peak usage and at the same time save you money. The direct load control device will cycle down your water heater or air conditioner during peak usage times, which ultimately saves you energy/money. The water heater and air conditioner direct load control devices are installed at no cost to the member, the switches are controlled remotely, and the member will receive an incentive for their participation in this great program. Beat the Peak
Beat the Peak is a program designed to help Big Sandy RECC members become more energy aware and lower their power bills by using energy more efficiently and by reducing the energy consumed during peak periods when prices are at their highest. There are two major factors that affect the price of electricity—the price of fuel needed to generate power and the demand for power. The demand for electricity on our system is greatest in the winter months. During normal load periods we pay only pennies per kilowatt-hour for power. However, during peak demand or energy periods when the temperatures rise, we can pay up to $1 per kilowatt-hour and, in turn, we must pass these higher costs on to our members, which may have impaction rates. When Big Sandy RECC determines that a peak situation exists, Big Sandy RECC members will be notified by radio, our Facebook page, and Web site. Members will be asked to help conserve energy by turning off lights, adjust their thermostats up 3 degrees, delay the use of major appliances such as dishwashers, washing machines, and clothes dryers, and postpone hot water usage.

How$martKY
This program addresses the primary barrier households and small businesses face when they want to save energy and save money—finding the upfront cash to pay for improvements such as insulation, air-sealing, and HVAC upgrades. The program is not a loan or a subsidy, but an extension of the utility services that households or businesses are already receiving. After completing an energy assessment of the property and estimating the potential savings, the utility will oversee the contractor installing the energy-efficiency upgrades and provide assurance that the improvements have been correctly installed. After installation, the program allows customers to make installment payments as part of their monthly utility bills, gradually paying for the efficiency upgrades by using part of the energy savings generated by the retrofit. Immediately, customers will see savings on their typical utility bill. Because the charges remain with the property and not the customer, this approach works for all classes of utility customers—renters, homeowners, or business owners. Energy Audits (residential and commercial)
Most of us want to use our money wisely. Our energy audit program can help you to avoid spending too much on your monthly energy costs. Energy audits are a free service. Call our energy advisor and we will make an appointment to come to your home and point out areas where the efficiency of your home can be improved. The energy advisor will verify the insulation amounts that are present in your home and make suggestions on where improvements may need to be made in order to cut your annual heating and cooling costs. Your heating and cooling system itself will be checked to make sure it is working correctly. Problems with heating and cooling systems can cause major high-energy usage. We can help!

Air-to-Air Heat Pump Rebate
If you're replacing an existing electric furnace or baseboard heat, efficiency is assured with an air-source heat pump. All heat pumps must have a 14 SEER and 8.0 HSPF rating or higher to qualify for a one-time rebate. A Big Sandy RECC representative will verify the installation before a rebate is paid. Energy Audit: Blue Grass Energy can assist you with your energy conservation needs, whether building a new home, or trying to conserve energy in an existing home. We have five certified HERS raters on staff that are highly skilled in "building science solutions," and are ready to assist you. They have the tools, including infrared cameras to find where your energy dollars may be escaping. They inspect the likely suspects—your insulation, windows, ductwork, water heater, or any other place you think might be troublesome—and suggest changes that will make your home more comfortable and your energy bill lower. The best part is: energy audits are FREE to all Blue Grass Energy members!

Touchstone Energy Home: Combine the efficiency of electric heating and cooling with high-insulation standards when building a new home, and you have the basis for the Touchstone Energy Home. Blue Grass Energy provides home testing and computer analysis, including a free energy rating using the Home Energy Rating System (HERS Index) to each qualifying participant at no charge to the member. A HERS rating is valued at up to $750. When standards are met, a certificate will be issued stating the home meets Touchstone Energy standards. The benefits of a Touchstone Energy Home include energy-efficient design from blueprints, RESNET HERS Index certificate, IECC code compliance, greater home comfort, and pride in home ownership. This program is for new homes only.

Touchstone Energy Manufactured Home: Purchase a new ENERGY STAR labeled manufactured home, and receive a $250 rebate. The home must meet ENERGY STAR standards, including additional floor, wall and ceiling insulation, double-pane windows, and an electric heat pump. If you purchase a manufactured home that does not meet the ENERGY STAR insulation requirements, but install a high-efficiency heat pump meeting ENERGY STAR standards, receive a $150 rebate. This program is for new manufactured homes only.

SimpleSaver: Get bill credits for helping the environment with this direct load control program. How does it work? A BGEnergy contractor installs a remote switch on your water heater (at least 40-gallon capacity) and/or air-conditioning unit, which allows us to cycle them on and off during times of peak usage—when electricity is most expensive to generate and purchase.
• For each central air-conditioning unit, get a $5 credit in June, July, August, and September.
• For each water heater, get a $10 bill credit in February.

In the long run, we all save with direct load control because it reduces demand. When demand goes down, we can delay construction of new generating units and reduce the need for purchased power, which is very expensive.

Button-Up Weatherization: Members may receive up to $355 for energy-efficiency improvements, which include adding insulation, replacing windows, and air sealing. Your home must be at least 2 years old and electrically heated to qualify for this rebate.
HVAC Duct Sealing: Members may receive $250 for sealing ductwork. You may do the work yourself, or hire a contractor. A Blue Grass Energy representative will perform a duct leakage test before and after duct sealing. This program is for existing homes that are at least 2 years old.

Heat Pump Retrofit: Members may receive a $500 incentive for replacement of an existing heat source that must be either an electric furnace, baseboard heat, or ceiling cable heat, with a high-efficiency heat pump. For stick-built homes, the heat pump must be rated at 14 SEER/8.2 HSPF or higher. For manufactured homes, the heat pump must be rated at 13 SEER/7.5 HSPF or higher. This program is for existing homes that are least 2 years old.

Button-Up
Must be a single-family, multi-family, or manufactured dwelling that is at least 2 years of age and using electric heat as the primary heat source to participate. Use of insulation, upgrading of windows, or other means of weatherization will qualify. An option of air sealing any and all thermal bypasses from unheated areas to heated areas will result in additional rebates. An on-site visit by a Clark Energy representative is necessary to verify work has been done. An incentive of up to $270 will be paid on weatherization with no air sealing. A heat loss calculation of BTU reduced will be made by using either the Button-Up Reference Guide or through other methods approved by Clark Energy’s power supplier.

If any and all thermal bypasses are sealed in combination with the weatherization, up to $355 may be paid. A representative from Clark Energy or its power supplier must perform a “pre” and “post” blower door test to measure BTU reduced. One-time payment only—cannot be paid on each upgrade. Rebate will be paid after verification by a Clark Energy representative.

Heat Pump Retrofit
Geothermal or high-efficiency heat pump installation must replace resistance heat—electric furnace, ceiling cable, or baseboard—that is at least 2 years old. In manufactured homes, the heat pump rating must be at least a 13.0 SEER/7.5 HSPF or higher. For a stick-built home, the heat pump must have a rating of 14.0 SEER/8.2 HSPF or higher. Rebate of $500 after verification by a Clark Energy representative.

Touchstone Energy Home
Newly constructed home is based on ENERGY STAR standards. Construction guidelines must be met. Clark Energy will provide these specifications and inspections of the home must be made during construction. Either a geothermal or high-efficiency heat pump can be installed. Must pass a blower door test in order to qualify for rebate of $500.

Touchstone Energy Manufactured Home
A new manufactured home must be built to ENERGY STAR specifications and be all-electric. Rebate of $250 will be paid upon written certification.

Electric Thermal Storage
ETS encourages the use of off-peak energy for heating. The ETS heater must replace one of the following:
• Heat pump that is at least 10 years old
• Baseboard heat
• Ceiling cable
• Electric furnace
• Wood burning stove
• Propane
ETS heaters that are being installed to heat a room addition to an existing home are also eligible.
May qualify for a discount of $250/ETS unit. Verification must be made by a Clark Energy representative.

Heat Pump Retrofit Program (Replacing resistance heat–at least 2 years old)
This program provides incentives for residential customers to install a high-efficiency, air-source heat pump instead of an electric resistance furnace and/or central air conditioner in the home. The furnace must be 2 years or older to qualify for incentives. $500 rebate.

Button-Up Weatherization Program
The program requires the installation of insulation materials or the use of other weatherization techniques to reduce heat loss in the home. Any retail member who resides in a stick-built or manufactured home that is at least 2 years old and uses electricity as the primary source for space heat is eligible. $20 per 1,000 BTU of heat loss savings with a maximum rebate of $430.

Electric Thermal Storage Program
Electric thermal storage provides retail members with a cost-efficient means of using electricity for space heating. A discounted rate for ETS energy encourages retail members to use electricity for heating during off-peak hours. This improves the utility’s load factor, reduces energy costs for the retail member, and delays the need for new peak load capacity expenses. A 40% discount on electricity used by the heater will apply. $250 incentive may be available.

HVAC Duct Sealing Program
The HVAC Duct Sealing Program offers blower door tests to evaluate and identify costly duct leaks and an incentive to seal leaking ductwork. Home must be using electric furnace or heat pump. $250 incentive to member or contractor.

Touchstone New Construction Program (Heat Pump and Geothermal)
The program is designed to encourage new homes to be built to higher standards for thermal integrity and equipment efficiency, as well as to choose geothermal or an air-source heat pump (SEER 14, HSPF 8.2) rather than less efficient forms of heating. The program is modeled after the ENERGY STAR for New Homes program. Homes built to Touchstone Energy Home Standards typically use 30% less energy than the same home built to typical construction standards. You may qualify for a $250 incentive.

Touchstone Energy Manufactured Home
The Touchstone Energy Manufactured Home is an all-electric manufactured home that is built to ENERGY STAR specifications. A manufactured home that is built to these standards typically uses 30% less energy. The Touchstone Energy Home includes a sealed duct system, energy-efficient double-pane windows, added insulation in the roof and wall, and an improved gasket that seals the halves of the home together. You may qualify for a $250 incentive.

Energy Audit Program
Free service provided to all Cumberland Valley Electric members. This service provides the member with an energy analysis of their home’s energy usage.

Compact Fluorescent Lighting Program
This program provides compact fluorescent bulbs to retail members at the annual meetings held by the distribution cooperatives every year. Each registered member receives a two-pack of compact fluorescent bulbs that replace two incandescent light bulbs.

HVAC Duct Sealing
Focuses on providing incentives to members who seal the ductwork in their home. A blower door test will be conducted before and after the improvements are made. Button-Up Weatherization
Provides a $20 rebate to the member for each 1,000 BTU reduced after increasing insulation in the home, with a maximum rebate of $270. To learn more and get an application for the program, visit www.farmersrecc.com/efficiency.aspx.

Button-Up Weatherization with Air Sealing
Provides a rebate to the member of $40 per 1,000 BTU reduced after adding insulation to the home, as well as caulking, improved window and door seals, and other improvements designed to seal the envelope of the home. SimpleSaver Direct Load Control
Saves members money in two ways. By allowing Farmers RECC to install direct load control devices on eligible water heaters and central air conditioners, members receive a bill credit and save the electricity not being used when the water heater and air conditioners are cycled down during peak usage periods. Geothermal System
The geothermal heat pump offers heating, cooling, and hot water, and is the most energy-efficient system on the market today. If you're considering a new house or replacement system for your old furnace, trained personnel can analyze your energy needs and provide professional guidance every step of the way.

Electric Thermal Storage (ETS)
ETS is a space heater that works overnight to charge when you sleep. During the day, an internal fan gently sends warm air into your home. An insulated cabinet is filled with specially designed ceramic bricks that are heated when electric usage is at its lowest. The heat is released as needed for the full 24 hours, even when the electricity is turned off. A thermostat releases just the right amount of heat to keep the room at the temperature you choose. ETS heating units are offered only through your Touchstone Energy cooperative. If you would like more information about ETS call the Member Services Department.

Touchstone Energy Home
$250 rebate for new home that meets Touchstone Energy standards.

How$martKY
Provides assistance with finding upfront cash to pay for insulation, air-sealing improvements, and HVAC upgrades; eligible participants make installment payments as part of their monthly utility bill.

If your home is served by a participating electric cooperative, is at least 2 years old, and uses electricity as the primary source of heat, you're a candidate. If you are interested call the co-op and tell them you want to Button-Up. Fleming-Mason will conduct an energy audit of your home. The audit determines how much heat is lost from your home, and what advantage adding insulation will have on your bill. The rebate amount you receive will depend on how successful you are in reducing heating loss.

Grayson Rural Electric offers the following incentives to its members to encourage the selection of energy-efficient and environmentally wise residential equipment. These incentives are good for installations made on or after 01/01/2012 but before 12/31/12.

Touchstone Energy Home
Rebate of $250 for qualifying homes that pass eligibility inspections.

HVAC
Rebate of $500 for replacement of existing resistance heat with new, qualifying heat pump. New heat pump must meet eligibility requirements.

HVAC Tune-up
Rebate of $250. Ductwork must be sealed to 10% of fan-rated capacity, a pre- and post-test must be completed by a co-op representative.

Button-Up
Two of the best improvements that you can make to your home to lower your heating and cooling costs are to stop outside air from getting in and to increase the amount of insulation in your home. Grayson Rural Electric’s Button-Up program helps you increase your home’s efficiency and your comfort while helping you save money on your electric bills! Your home must be at least 2 years old and use electricity as the primary heat source. Call our energy advisor Tina Preece and make an appointment to have her visit your home to point out areas where efficiency can be improved. A heat-loss calculation will be done before you make recommended improvements and then again after improvements to determine the exact amount of your incentive payment. When you Button-Up, we’ll pay you $20 for every 1,000 BTU your heating load is lowered, up to $400. Contact your local Grayson Rural Electric office for more information or to set up an appointment.

Air-to-Air and Ground Source Heat Pump
Rebate requests for heating and cooling systems must meet each of the following requirements for the specific type of heating cooling systems:
•Work and installation must be completed in the 2012 calendar year.
•Must contact Grayson Rural Electric energy advisor to set up appointment for inspection within 60 days of completed installation.
•A completed rebate form and copy of invoice or receipt must be submitted to Grayson Rural Electric.
•All installations must be in a stick-built home or a manufactured home on a permanent foundation.
•All units must be the replacement of an electric furnace, ceiling cable, or electric baseboard in an existing home.
•For stick-built homes the unit must meet minimum efficiency levels of 14 SEER and 8.5 HSPF.
•For manufactured homes the unit must meet minimum efficiency levels of 13 SEER and 8.0 HSPF.
•It is recommended that all ductwork be sealed to 10% of fan-rated capacity.

Geothermal Heating and Cooling
Work and installation must be completed in the 2012 calendar year, and application for rebate must meet the following requirements:
•Must contact Grayson Rural Electric energy advisor to set up appointment for inspection within 60 days of completed installation.
•A completed rebate form and copy of invoice or receipt must be submitted to Grayson Rural Electric.
•All installations must be in a stick-built home or a manufactured home on a permanent foundation.
•All units must be the replacement of an electric furnace, ceiling cable, or electric baseboard in an existing home.
•Maximum auxiliary strip heat must be limited to 5 kW. Additional strip heat may be installed, but must be staged for emergency use only.
*Upgrading from heat pump/geothermal to heat pump/geothermal is not eligible.

Makes financing available for a new heat pump with convenient repayment terms on the electric bill.

EnergyRight Solutions New Homes Program
Rebates of $300 to $1,125 for all-electric new home construction; refer specific inquiries to your co-op.

In-Home Energy Evaluation Program (IHEE)
Your local power company and TVA are making it easier than ever to become energy efficient while also saving money. With the new In-Home Energy Evaluation Program, you can reduce your power usage and receive a cash rebate for installing home energy improvements. The recommended eligible improvements you make are eligible for reimbursement of 50% of the installation cost, with an upper limit of $500.

Here’s how it works:
• Schedule an in-home energy evaluation by a TVA-certified evaluator, which includes a $50 fee. If the homeowner makes recommended eligible improvements costing $150 or more, this fee will be reimbursed in addition to the rebate.
• After your home is evaluated, a report is created outlining the potential energy-efficiency improvements and available cash rebates.
• Improvements must be made by a member of the TVA Quality Contractor Network, except for self-installed measures (as allowed by your local power company). The evaluator will provide the names of qualified contractors.
• All home improvements must be completed within 90 days. Once the work is finished, it will be inspected to ensure that everything is installed properly to maximize savings.
• After the inspection, you submit receipts for the completed work to be eligible for the cash rebate.

Cash rebate
No matter how many energy-efficiency improvements are made, $500 is the maximum reimbursable amount for all approved work completed. Some improvements have lower maximum amounts, and some require power company pre-approval (see table below).

Eligible improvements
The items below are eligible for up to a 50% cash rebate on recommended improvements. Some items may also be eligible for federal tax credits:
Replacement windows (must be ENERGY STAR qualified)
Storm windows
Duct repair/replacement and sealing (existing HVAC only)
Rehabilitation work (minor repair work such as broken glass, glazing, or prime door replacement, with power company pre-approval)
HVAC replacement (must be ENERGY STAR qualified)
• All heat pumps included
Ask your evaluator if your power company allows:
• Dual-fuel heat pumps
• Air conditioning (with gas pack or gas split)
Attic insulation/ventilation (must be nonpowered)
Floor or perimeter insulation and vapor barrier (ground cover)
Kneewall insulation (in attic)
Electric water heater insulation and pipe insulation
Air sealing (including weatherstrip and caulk)
Central AC/heat pump tune-up

Non-eligible items
The following items are not eligible for the cash incentive or financing option:
Carbon monoxide detector or monitor
Clothes washers or dryers
Compact fluorescent bulbs
Dishwashers
Insulated garage doors
Programmable thermostats (existing HVAC)
Radiant barriers
Refrigerators
Room air conditioners

Touchstone Energy Home
For new homes constructed to the Touchstone Energy Home standards with either a geothermal HVAC system or an air-to-air heat pump (SEER 14) installed will be paid an incentive of $500. Contact our member services department for more details.

Heat Pump Retrofit
An incentive of $500 will be paid for retrofits made to existing homes with the qualifying specifications for geothermal (meeting ARI-325 standards) and air-source heat pumps (SEER 14 and 8.2 HSPF). Replacement of resistance heat is required.

Electric Thermal Storage
Customers presently receiving service under Rate Schedule 1 who install ETS unit(s) in compliance with the manufacturers’ recommendations and the National Electric Code will receive a 40% discounted rate on the energy usage of installed ETS heater(s). This discounted electric rate on the energy used by the ETS heater(s) will be during off-peak hours. Refer to the ETS sheet for sizes, dimensions, and unit cost.

Button-Up Weatherization Program
An incentive is available to residences that currently have or are in the process of installing electric heat as the primary heating source. To qualify, residence must be a minimum of 2 years old and have a heat gain/heat loss analysis performed prior to improvements being made. An incentive of $20 per 1,000 BTU of heat loss reduced will be paid to a maximum of $400, not to exceed the cost of the improvement. The heat-loss reduction will be determined by Inter-County Energy personnel. A certification of R-value, inches of insulation installed, and/or bag count (receipts) shall be required from the insulation contractor or homeowner. The heat-loss reduction may also be realized by the installation of energy-efficient windows, doors, etc. The air sealing portion of the Button-Up incentive will promote retail members to air seal any and all thermal bypasses from heated to unheated areas. Typical air sealing could include caulking, improved window and door seals, etc. To receive this incentive an Inter-County Energy representative must perform a blower door test before and after work is completed to measure actual BTU reduced.

HVAC Duct Sealing
Available to single and multi-family residences heated with a heat pump, electric furnace, or geothermal system that has been installed for at least two years. A contractor for Inter-County Energy will measure, correct, and report operational performances of the duct system components. A majority of the ductwork must be accessible.

Energy Audit Program
This service provides the customer with an energy analysis of their home. The analysis includes heating, cooling, and appliance energy usage. This is a free service provided to Inter-County Energy customers.

Jackson Energy offers member rebates primarily in two areas—energy efficiency and electric load shaping. Both of these categories aid in matching the energy used in relation to the demand for required energy.

Touchstone Energy Home
This rebate is offered to consumers who are in the process or who are planning on building a new home. The rebate for a home is $500. A Touchstone Energy Home is constructed to standards that are 30% more efficient than the 1990 Energy Code. Throughout construction of your new home several inspections will be made to ensure efficiency standards are in place, which will result in your comfort and satisfaction for years to come. The Touchstone Energy Home rebate is $500 if the home meets the Touchstone Energy Home standards, and a 16 SEER heat pump or a geothermal system is installed.
In order to qualify for these rebates you should contact Jackson Energy as early as possible in the planning process and arrange a meeting with a marketing representative. Also, the home must qualify as an all-electric home.

Heat Pump Tune-Up
A heat pump tune-up includes a check of your heat pump system and some minor repairs to the ductwork. Ductwork can be a major source of air leaks in the home, about 15% in the average home, which causes conditioned air to leak outdoors rather than stay inside the home. This leads to higher energy bills. There is a $50 charge per HVAC unit, but the total work completed is valued at more than $300. As a result of the work, air leaks around the ductwork is usually reduced to 10% or less.

Button-Up
Install additional insulation or other weatherization upgrades to reduce the heat loss in your home, and Jackson Energy will pay you for the upgrades with a rebate. The home must be 2 years old or older and have electric heat. The maximum rebate for the Button-Up program is $300 and is based on the total heat loss reduction. Touchstone Energy New Home Program
The Touchstone Energy New Home program promotes an increased use of energy-efficient building standards as outlined in the Touchstone Energy certification program, including installation of high-efficiency ENERGY STAR rated HVAC systems.
• Step 1: The builder chooses to partner with a Home Energy Rating System (HERS) certified rater. Through the partnership-agreement process, the builder selects a Home Energy Rater to work with to qualify the home.
• Step 2: The builder and rater select appropriate energy-efficient home features. The builder submits the architectural plans to the Home Energy Rater for review and analysis.
• Step 3: The builder constructs the home and the rater verifies the features and performance.With the energy-efficient features selected, the builder proceeds with construction of the home. Throughout the construction process, the rater performs a series of inspections and diagnostics to verify proper installation of the selected energy-efficient features and overall energy performance of the home.
• Step 4: The rater qualifies the home and issues a Home Energy Rating (HERS) certificate.Once the rater completes the final inspection and determines that all requirements have been met, the rater will provide the certification.
• Step 5: Complete a rebate application and submit the appropriate documentation to Jackson Purchase Energy.

To earn the Touchstone Energy home certification, a home must score a HERS rating of 85 or less and all HVAC systems must be ENERGY STAR rated.
The incentives are:
• Geothermal (ground coupled heat pump)—$2,000
• Air-source heat pump—$1,000
• Dual fuel heat pump (ASHP with gas backup)—$1,200
• Gas heat—$750

JPEC will pay the incentive once per home to the person whose name is on the HERS certificate. Any discrepancies are the sole responsibility of the builder to resolve. The HERS certificate must be dated after June 29, 2012. A member who receives this incentive may not receive an incentive through the HVAC program.

Residential High-Efficiency HVAC Program
If residential Jackson Purchase Energy members purchase an ENERGY STAR geothermal, dual fuel, or air-source heating and cooling system on or after June 29, 2012, they may apply for an incentive as follows:
• Geothermal (ground coupled heat pump)—$750
• Dual fuel (ASHP with gas backup)—$500
• Air-source heat pump—$200
• Window air conditioners are not eligible

Beginning June 29, 2012, Jackson Purchase Energy Corporation will provide an incentive to residential and commercial members who have their heating and cooling (HVAC) unit(s) professionally cleaned and serviced within the calendar year. JPEC will pay an eligible member an incentive of $25 for each residential unit and $50 for each commercial unit that is professionally serviced. The incentive is available for up to three residential units and five commercial units per location and will be paid once per year. Invoices dated prior to June 29 do not qualify.

To qualify for the incentive, members must complete a rebate application and submit a detailed invoice from a licensed HVAC contractor that includes the following information:
• Copy of receipt from licensed HVAC contractor

Residential Weatherization Program

The purpose of the program is to improve overall efficiencies by tightening up the envelope of your home, which may include but not limited to caulking, duct sealing, weatherstripping, or adding insulation. It does not include new window/door replacements or HVAC system replacements.

Step 1 Let us know you are interested in having an energy audit performed on your home.

Step 2 Kenergy will give your contact information to “Sherlock Homes,” a certified energy auditor and home improvement specialist. Sherlock Homes will perform a thorough energy audit and give you a detailed report of how you can make your home more energy efficient. During this visit, Sherlock Homes will install up to 20 CFLs, energy-efficient low-flow showerhead, and up to two faucet aerators. Kenergy will cover the cost of this initial audit, including the installation of the showerhead, aerators, and CFLs – a $250 value!

Step 3 If you wish to continue with the weatherization process, Sherlock Homes will return to your home to perform a diagnostic test. This diagnostic testing evaluates how leaky the house is, how well the ductwork is performing, and a combustion analysis test is performed if the home is gas heated. After Kenergy pays a portion of the cost, the Kenergy member will pay the balance owed for the diagnostic test:

And the best part is, energy audits are free to all Licking Valley RECC members.

Heat Pump Retrofit Program
A $500 incentive will be paid when a member replaces existing resistance heat source with a high-efficiency heat pump. Homeowners must install a heat pump that is equivalent to the following ARHI ratings or higher: 14 SEER, 8.2 HSPF.

HVAC Duct Sealing Program
Will provide a $250 incentive to residential members that meet eligibility requirements. Applies to homes that have centrally ducted heating systems in unconditioned areas, using only electricity as a fuel source. The duct system must be 2 years old or older. A blower door test is required before and after improvements to verify reductions. Only contractors trained or approved by East Kentucky Power Cooperative can be used. Call for more information.

SimpleSaver
SimpleSaver credits your electric bill up to $20 for each central air conditioner you enroll. Sign up your 40-gallon or greater water heater and receive an additional $10 annual credit. We install a simple switch to cycle the units briefly when electrical demand peaks.

Button-Up
Two of the best improvements you can make to your home to lower your heating and cooling costs are to increase the amount of insulation in your home and to stop outside air from getting in. Owen Electric's Button-Up program helps you increase your home's efficiency and your comfort while helping you save money on your electric bills!

Your home must be at least 5 years old and use electricity as the primary heat source. Call our energy advisor, Jude Canchola, and make an appointment to have him visit your home to point out areas where efficiency can be improved. A heat-loss calculation will be done before you make recommended improvements and then again after improvements to determine the exact amount of your incentive payment. When you Button-Up, we'll pay you $20 for every 1,000 BTU your heating load is lowered, up to $270. Contact your local Owen Electric office for more information or to set up an appointment.

Heating and Cooling Systems
Owen Electric offers the following incentives to its members to encourage the selection of energy-efficient and environmentally wise residential equipment. These incentives are good for installations made on or after 6/1/2012.
• Work and installation must be completed in the 2012 calendar year.
• Completed rebate form and copy of invoice or receipt must be submitted to Owen Electric within 60 days of completed installation.
• All installations must be in a stick-built home or a manufactured home on a permanent foundation.
• All units must be the replacement of an electric furnace, ceiling cable, or electric baseboard in an existing home.
Rebate requests for heating and cooling systems must meet each of the following requirements, plus any additional requirements for that specific type of heating and cooling system. Unit must be 14 SEER (Seasonal Energy Efficiency Rating) or higher and an 8.2 HSPF (Heating Season Performance Factor) or higher to qualify. (Heat pump to heat pump upgrade is NOT eligible for rebate.) AHRI certificate must accompany rebate form.

Touchstone Energy Home

Peak demand reduction occurs by cycling equipment on and off according to a pre-determined control strategy. Participating members receive a bill credit incentive. Eligibility: Any Owen Electric member.
Benefits:
• $10 bill credit in February for each active water heater control device.
• $5 bill credit in June, July, August, and September for each active A/C unit control device.

HVAC Duct Sealing Program
The HVAC Duct Sealing Program offers blower door tests to evaluate and identify costly duct leaks and incentivizes you to seal leaking ductwork with mastic sealers or with the Aeroseal duct-sealing program.

Online Energy Evaluation
Free online energy evaluation available through www.precc.com. Participants receive a customized energy report to help them understand where their home is wasting energy—and how to fix those expensive leaks. The tips are personalized based on the customer’s answers about their home and energy use. In addition to the energy report, participants will receive a free energy conservation kit.

In-Home Energy Evaluation Program (IHEE)
Your local power company and TVA are making it easier than ever to become energy efficient while also saving money. With the new In-Home Energy Evaluation Program, you can reduce your power usage and receive a cash rebate for installing home energy improvements. The recommended eligible improvements you make are eligible for reimbursement of 50% of the installation cost, with an upper limit of $500.
Here’s how it works:
• Schedule an in-home energy evaluation by a TVA-certified evaluator, which includes a $50 fee. If the homeowner makes recommended eligible improvements costing $150 or more, this fee will be reimbursed in addition to the rebate.
• After your home is evaluated, a report is created outlining the potential energy-efficiency improvements and available cash rebates
• Improvements must be made by a member of the TVA Quality Contractor Network, except for self-installed measures (as allowed by your local power company). The evaluator will provide the names of qualified contractors.
• All home improvements must be completed within 90 days. Once the work is finished, it will be inspected to ensure that everything is installed properly to maximize savings.
• After the inspection, you submit receipts for the completed work to be eligible for the cash rebate.

Cash rebate
No matter how many energy-efficiency improvements are made, $500 is the maximum reimbursable amount for all approved work completed. Some improvements have lower maximum amounts, and some require power company pre-approval (see table below).

Eligible improvements
The items below are eligible for up to a 50% cash rebate on recommended improvements. Some items may also be eligible for federal tax credits:
Replacement windows (must be ENERGY STAR qualified)
Storm windows
Duct repair/replacement and sealing (existing HVAC only)
Rehabilitation work (minor repair work such as broken glass, glazing, or prime door replacement, with power company pre-approval)

Touchstone Energy Home Rebate: $250 (new construction)
This rebate is for members who are building a new home that meets the Touchstone Energy Home standards. These elements of construction can save you up to 30% annually on your energy bill. To qualify, you must install an electric water heater and an electric heat pump or geothermal heating/ cooling system. The heat pump must have a SEER rating of 14 or higher, with a HSPF of 8.2. Geothermal must meet ARI 325 standards. Please note: You will need to contact our energy advisor to schedule inspections of the home before drywall is applied and during the course of construction to verify rebate requirements are being met. Dual-fuel systems will not qualify for this rebate.
Heat Pump Rebates (existing home)
1) Replacing Electric Furnace or Baseboard Heating: $500
This rebate is for members who are replacing a resistant, whole-house electric heat source, such as an electric furnace or baseboard heating, with a high-efficiency electric heat pump. The new heat pump must have a SEER of 14 or higher with a HSPF of 8.2. Our energy advisor will visit the location to verify the new equipment meets the standards for the rebate.

2) Replacing Ceiling Cable Heat: $750
This rebate is for members who are replacing electric ceiling cable with a high-efficiency electric heat pump. The new heat pump must have a SEER of 14 or higher with a HSPF of 8.2. Our energy advisor will visit the location to verify the new equipment meets the standards for the rebate.

Please Note: If you are replacing an existing heat pump with a new heat pump, this does not qualify for our rebate.

Button-Up
This rebate is for members who want to improve the energy efficiency of their home by upgrading insulation, windows, doors, etc. If you're upgrading insulation, we can give you an estimate of costs and contact a contractor to perform the insulation upgrade. Salt River Electric will pay a maximum rebate of up to $400. To qualify, your home has to be at least 2 years old, with electric heat.

Button-Up Program
This program is for existing, electrically heated homes at least 2 years old. $20 will be paid for every 1,000 BTU you decrease the heating load by adding energy-efficient windows and doors and/or insulation. Maximum incentive: $270

Touchstone Energy Home Program (New Construction Only)
The Touchstone Energy Home has the potential for a 30% annual reduction in heating and cooling costs. The program includes a geothermal or air-to-air heat pump with at least a SEER 15 and HSPF 8.5 in an all-electric home. To be eligible for this $500 incentive, a co-op representative must inspect your home prior to installation of drywall and at other stages of construction. Heat Pump
This program is designed for manufactured homes that install an energy-efficient heat pump with at least a SEER 13 and HSPF 7.5. Also, existing homes that replace an electric furnace, ceiling cable, or baseboard heating system that is at least 2 years old may be eligible. Replacing an existing heat pump does not qualify for the incentive. To qualify for the $500 incentive, you will need to contact the office for system verification before replacing the old system. The installed heat pump must meet at least a rating of SEER 14 and HSPF 8.2.

Touchstone Energy Home
Build your new home to our Touchstone Energy Home standards, and receive a reduction in your annual heating/cooling costs, but you may also qualify to receive an incentive. The incentive if you build and install a geothermal system is $500, or if you install a 14 SEER and 8.2 HSPF air-to-air heat pump or higher, the incentive is $250. Call your local energy advisor to find out about the incentives and to get a copy of the Touchstone Energy Home specifications to be sure your home will qualify. (We must be provided with a floor plan so that a heat loss/heat gain calculation can be completed to determine the heating and cooling equipment size. The house must be completed before a blower door test can be performed to verify that the house meets the standard.)

Geothermal Heating & Cooling
Geothermal heating & cooling is the most energy-efficient system available. It uses an underground loop system as a heat exchanger, which makes it more efficient than ordinary heat pumps. If you are installing a geothermal system, you may qualify for a $500 rebate. The geothermal equipment must meet the ARI-330 standard. The equipment must be installed by qualified geothermal contractors. Contact the local RECC office and speak to an energy advisor for a list of participating heating and air contractors in your area. All systems must be closed-loop systems.

Touchstone Energy Manufactured Home
When purchasing a manufactured home, make sure you are buying a Touchstone Energy Manufactured Home, which can assure you of as much as 30% savings on heating and cooling costs. A Touchstone Energy Manufactured Home is all-electric and has a sealed duct system, energy-efficient double-pane windows, added insulation in the roof and walls, and an improved gasket that seals the halves of the home together. You can be assured that it is built to the federal ENERGY STAR standards. To qualify for a $250 rebate, call South Kentucky RECC.

Electric Thermal Storage (ETS)
Electric thermal storage (ETS) heaters use ceramic bricks to store heat given off by elements inside the heater. The elements come on during the co-op’s off-peak times to heat up the bricks. The stored heat is then released throughout the day. ETS is a great replacement for gas and fuel oil space heaters and for wood stoves. Many members use them to supplement their existing electric heating system. While one unit usually won’t heat your entire home when it gets really cold, multiple-unit systems can be designed that will keep you warm all winter long.

Button-Up
The two best things you can do to lower your heating and cooling costs are to increase the amount of insulation in your home and stop outside air from getting inside your home. Button-Up will help you increase your home’s efficiency and your comfort while cutting your electric bills. Your home must be at least 2 years old and use electricity as the primary heat source. Call our energy advisors, and they will make an appointment to come to your home and point out areas where the efficiency of your home can be improved. A heat loss calculation will be done before you make recommended improvements and then again afterward to determine the exact amount of your incentive payment. When you Button-Up, we’ll pay you $40 per 1,000 BTU saved. Call your local energy advisor to see how much you could get back for making improvements!

Duct-Seal
Duct-Seal is another home efficiency program targeted to SKRECC members who have electric heat pumps and furnaces. It is offered at a cost of $75 to qualifying members. Duct-Seal consists of air-infiltration testing, sealing ductwork, checking filters, measuring airflow, and checking the accuracy of your thermostat. The tests we do may also show you things you can do to your home to lower your energy costs. Results from tests of this program showed Duct-Seal can produce a savings of $170 per year in heating and cooling costs. Of course, your exact savings will vary according to your home and heating system.

Resistant Heat to Heat Pump
If you are changing your heating system from ceiling cable, baseboard, or electric furnace to either a heat pump of a minimum of 14 SEER and 8.2 HSPF or geothermal, you can qualify for a $500 incentive payment. Call your South Kentucky RECC energy advisor for more information.

Energy Audits
South Kentucky RECC will do energy audits for our members at their request to help educate them on what is using the most energy in their homes and on how to be more efficient. To have an energy audit done they just need to contact a South Kentucky RECC energy advisor to set up an appointment.

Button-Up (Insulation Upgrade)
A Member Services representative will conduct an energy audit of your home and point out areas where insulation can be added or where other weatherization techniques can be used to save energy and money. Available only for electrically heated homes more than 2 years of age, we will pay $20 for every 1,000 BTU you save by adding insulation, up to $270 per home. Contact office before any improvements have been made.

Electric Thermal Storage (ETS)
ETS room heating units store heat during off-peak hours. By utilizing ETS in your home, Taylor County RECC offers a reduced electrical rate. Receive a $250 rebate for installing ETS in your home. Contact Member Services for more information.

Air-to-Air Heat Pump
Taylor County RECC offers a rebate of $500 for qualifying units to residential members replacing an existing electric furnace, baseboard, or ceiling heat. Heat pump must be 14 SEER or higher with 8.2 HSPF and conform to ARI standards. Contact Member Services before changing units.

Touchstone Energy Home
Receive a $500 rebate for new home construction; contact Member Services for specifications to qualify; subject to blower door test.

As an added bonus, the in-home inspection is currently $50 instead of the regular $150 and still reimbursable with improvements. • Improvements must be made by a member of the TVA Quality Contractor Network, except for self-installed measures (as allowed by your local power company). The evaluator will provide the names of qualified contractors.
• All home improvements must be completed within 90 days. Once the work is finished, it will be inspected to ensure that everything is installed properly to maximize savings.
• After the inspection, you submit receipts for the completed work to be eligible for the cash rebate.

TCEMC sells EnergyRight Marathon water heaters with a $100 rebate for the members of the cooperative.

Water Heater $25 Credit on Electric Bill
TCEMC members may receive a $25 credit on their electric bill if they purchase an electric water heater from a vendor within the TCEMC service area. All they have to do is bring in a copy of their receipt verifying the purchase in their name.

New Home Incentive
Qualifying members may apply for the New Home Incentive in which they would receive the $100 rebate on the Marathon water heater at the time of purchase and an additional $200 (or more) credit toward their electric bill.

Electric Water Heater Rebate
If you need a new water heater, make it an energy-efficient electric water heater (with a minimum capacity 40 gallons) and get cash back! Submit the receipt and receive a $50 rebate. This offer is available for new and existing homes. You must be a current Warren RECC member. Only one rebate per household per year will be eligible. The check will be mailed to the member or builder listed on the electric account at the location where the water heater is installed. On-demand and tankless water heaters are not eligible for the rebate. Please allow two weeks for processing. Mail this completed form and a copy of the receipt to: Warren RECC, Member Services Department, P.O. Box 1118, Bowling Green, KY 42102-1118.

Warren RECC's Heat Pump Program
Warren RECC offers fixed-rate loans for the installation of a 13-SEER or higher electric heat pump system and recommended insulation and weatherization. These loans are available for existing site-built homes. There is no down payment and the loan is repaid on your Warren RECC electric bill. A loan packet is available at any Warren RECC office.
