2013 Kentucky Electric Cooperatives Incentives

The following list offers a quick rundown of several of the most popular energy-efficiency incentive programs offered by Kentucky's electric cooperatives through 2013. You can find additional incentive programs by going online to your electric co-op's Web site.

The programs offered by local cooperatives vary from co-op to co-op and do change over time, based on member needs. Specific guidelines about these offerings are amended frequently.

In addition to these incentives, many cooperatives also offer low- or no-cost home energy audits to members. Audits are a great way to learn where your home's energy leaks are lurking, as well as gain useful tips for making your home more energy efficient.

Important Note: Before making any energy improvements to your home, be sure to contact your local co-op's energy advisor for complete up-to-date program details and specific eligibility requirements.

HVAC Duct Sealing
Members may receive $250 for sealing duct work. You may do the work yourself, or hire a contractor. A Blue Grass Energy representative will perform a duct leakage test before and after duct sealing. This program is for electrically heated existing homes that are at least two years old.

Button-Up Weatherization
Members may receive up to $1,370 for energy-efficiency improvements, which include adding insulation, replacing windows, and air sealing. Your home must be at least two years old and electrically heated to qualify.

Touchstone Energy Home
Free energy rating using the Home Energy Rating System (HERS) to each qualifying participant. (Value up to $1,200)

Heat Pump Retrofit
Members may receive up to a $1,000 incentive for replacement of an existing electric furnace, baseboard heat, or ceiling cable heat, with a high-efficiency heat pump. The heat pump must be rated at 13 SEER/7.5 HSPF or higher. This program is for existing homes that are at least two years old. New manufactured/mobile homes are also eligible.

Electric Thermal Storage (ETS)
Potential $250 incentive and 40% discount on electricity used by the ETS heater.

HVAC Duct Sealing
Cumberland Valley Electric pays $250 for a contractor to come into your home to increase your energy efficiency by sealing your ductwork and eliminating leakage. Customers are required to pay a small fee.

Touchstone New Construction (Heat Pump & Geothermal)
Potential $250 incentive for installation of geothermal or high-efficiency (SEER 14, HSPF 8.2) heat pump. There are also other levels of rebates available. Please call Cumberland Valley Electric for more information.

SimpleSaver
Peak demand usage conservation program; offers credits for participating A/C, water heater units, and swimming pool pumps. (click SimpleSaver for more info).

Touchstone Energy Home
Rebate for newly constructed home meeting Touchstone Energy standards; must have a geothermal HVAC system or an air-to-air heat pump installed. Home must meet 2009 IECC code requirements.

Heat Pump Retrofit
Rebate for replacement of resistance heat source with qualifying geothermal (meeting ARI-325 standards) or air source heat pump. Three levels of incentives available based on the SEER and HSPF of the new heating/cooling system.

Electric Thermal Storage (ETS)
Eligible members will receive a 40% discounted rate on energy usage of installed ETS heaters.

Button-Up Weatherization
Incentives available for the weatherization and improved insulation in homes older than 2 years, with electric heat. Heat loss/heat gain analysis performed prior to improvements being made.

HVAC Duct Sealing
Available to single- and multi-family residences heated with a heat pump, electric furnace, or geothermal system that has been installed for at least two years; performed by Inter-County Energy contractor.

Heat Pump Tune-Up
$50 charge per HVAC unit (fee can be added to next bill statement); service usually reduces air leaks around duct work to 10% or less; heat pump and ducting should be a minimum of two years old, and home must be all-electric.

Button-Up Weatherization
Encourages members to add insulation and other products and materials (such as improved doors and windows, weatherstripping, and general air sealing) that result in electric energy savings. Four levels of rebates offered based on amount of energy savings: 1) $520 maximum rebate, insulation only; 2) $750 maximum rebate, insulation and air sealing; 3) $1,060 maximum rebate, insulation, air sealing, and at least 26,500 BTU reduction; 4) $1,370 maximum rebate, insulation, air sealing, and at least 34,250 BTU reduction; home is required to be a least two years old and all-electric.

Electric Thermal Storage (ETS)
$500 rebate for installing ETS in your home; cost-efficient means of using electricity for space heating your home; contact us for more information.

Heat Pump Retrofit
Rebates for replacement of resistance heat source (examples baseboard, electric furnace, ceiling cable, wall heaters, etc.) with high-efficiency heat pump; $500 rebate for 13 SEER; $750 rebate for 14 SEER; $1,000 incentive for 15 SEER or higher; existing heating system must be at least two years old; duct system, whenever possible, should also be sealed during the installation of new heat pump; energy advisor will inspect before issuing rebate. New mobile homes are eligible for this rebate when adding a heat pump to an electric furnace.

Incentives for customers to reduce the heat loss of their home by improving insulation, installing higher efficiency windows or doors, or by reducing the air leakage in home. Home must be 2 years old or older and primary source of heat must be electricity. Eligible dwellings may qualify for one of four levels. Call for program requirements and amount of incentives.

Heat Pump Retrofit
Incentives for residential customers to replace their existing electric resistance heat source with a high efficiency heat pump. Heat source must be at least 2 years old. Incentives amounts are as follows:
$500 – 13 SEER, 7.5 HSPF
$750 – 14 SEER, 8.0 HSPF
$1000 – 15 SEER or higher, 8.5 HSPF or higher
These incentives also apply to new manufactured homes.

Touchstone Energy Home

Residential (HVAC) Tune-Up
$25 incentive per unit per year for residential members who have their HVAC units professionally cleaned and serviced (available once per year).

Residential Heating & Cooling Replacement
750 incentive for upgrade to a geothermal system meeting ENERGY STAR standards; $500 for upgrade to a dual-fuel heat pump meeting Energy Star standards; $200 for upgrade to an air-source heat pump meeting ENERGY STAR Standards.

Commercial Heating & Cooling Replacement
Commercial members may receive an incentive of $75 per ton (12,000 BTU per hour nominal capacity) when a non-residential rural customer installs a Qualified System HVAC upgrade located in the member's service area meeting ENERGY STAR standards.

ENERGY STAR Residential Refrigerator Replacement
$100 incentive for purchase of an ENERGY STAR-rated refrigerator when old refrigerator is recycled by the dealer.

ENERGY STAR Residential Clothes Washer Program
$100 incentive for purchase of an ENERGY STAR clothes washer.

*Changes have been proposed and are currently being reviewed and awaiting approval by the Kentucky Public Service Commission. The above text is subject to change after April or May 2013.

$500 incentive for replacement of resistance heat source with high-efficiency heat pump (rated 13 SEER/7.7 HSPF or higher). $750 incentive for replacement with 14 SEER/8.2 HSPF or higher. $1,000 incentive for replacement with 15 SEER/8.5 HSPF or higher. Must be an all-electric home before any heat pump rebate is paid.

Button-Up Weatherization
A FREE home energy audit must be done before work is started and after work is completed. Upgrading insulation, windows, or doors, on all electric homes at least two years old. A Nolin RECC representative will calculate BTU saved. Four levels of rebates are offered based on amount of energy savings:
Level 1 $520 maximum rebate: insulation, windows, and doors
Level 2 $750 maximum rebate: insulation, windows, doors, and air sealing
Level 3 $1,060 maximum rebate: insulation, windows, doors, and air sealing with at least 26,500 BTU reduction
Level 4 $1,370 maximum rebate: insulation, windows, doors, and air sealing with at least 34,250 BTU reduction

Homes are required to be at least two years old and all-electric. Levels 2-4 are required to have a blower door test performed before and after work is done.

Participants receive a customized energy report to help them understand where their home is wasting energy—and how to fix those expensive leaks. The tips are personalized based on the customer's answers about their home and energy use. In addition to the energy report, participants will receive a free energy conservation kit.

Touchstone Energy Home
Qualifying homes must meet program guidelines following one of three paths of approval: Prescriptive Path: $750 for new homes built to meet the Prescriptive Path checklist; Performance Path Level 1: $250 for new homes built to meet the requirements of the Performance Path Level 1; and Performance Path Level 2: $750 for new homes built to meet the requirements of the Performance Path Level 2; contact Shelby Energy for information on building requirements for this program.

SimpleSaver Program
Qualifying homes must have a 40-gallon (minimum) electric water heating unit, central air conditioning, or heat pump unit. Water heaters $10 credit to the residential power bill of each participant per year; air conditioners and heat pumps $20 bill credit per air conditioner/heat pump unit. ($5 per summer month–June, July, August, and September). Special Program Incentive: up to $10 to new participants that install a load control switch; this is a one-time per residence incentive. Duct Seal
For a $75 fee, refunded after the duct seal is complete, qualifying homeowners with electric heat pumps or furnaces can have their ducts tested and sealed, producing a savings of as much as $170 per year in some homes.

Resistant Heat to Heat Pump
For a stick-built home, $500 to $1,000 incentive payment for upgrading from ceiling cable, baseboard, or electric furnace to either a high-efficiency heat pump or geothermal system. If you are purchasing a new manufactured home and putting in a high-efficiency heat pump, you will also qualify for an incentive. Please speak to an energy advisor for more information.

SimpleSaver

The time is right to sign up for Green Power Providers. TVA guarantees to purchase all the green energy output (in kilowatt-hours) from your approved solar, wind, hydro, or biomass generation system through a 20-year purchase agreement. TVA offers a $1,000 incentive to new participants to help offset their start-up costs. Additional federal and state incentives may also apply.

Green Power Switch
You can buy green power in 150-kilowatt hour blocks (about 12% of a typical household's monthly use). Each block you sign up to purchase will add $4 to your monthly power bill. You can purchase as many blocks as you like. The program is completely voluntary and you can terminate your participation at any time with no termination fee. Purchasing two blocks of green power per month for one year is the environmental equivalent of recycling 15,322 aluminum cans, 1,766 pounds of newspaper, or planting an acre of trees.

Take advantage of your co-op's SimpleSaver program

Want a way to help the environment and save money on your electricity bill? Sign up for the SimpleSaver program, which allows co-ops to manage AC units, electric water heaters, and pool pumps for short periods during peak usage to lower demand. Participants earn an annual credit of $20 annually for each AC unit and pool pump, and $10 annually for each water heater.

How co-ops are helping their members use energy more efficiently
Innovation is one of the core values of electric cooperatives, which is why you need to know about a program that makes electric bills more affordable, while helping co-ops to deliver power at a lower cost.

The program is called SimpleSaver, and it is offered by the member cooperatives that own East Kentucky Power Cooperative. Co-ops that are enrolling new members include: Big Sandy RECC, Blue Grass Energy, Clark Energy, Cumberland Valley Electric, Farmers RECC, Grayson RECC, Inter-County Energy, Licking Valley RECC, Nolin RECC, Owen Electric, Salt River Electric, Shelby Energy, South Kentucky Rural Electric, and Taylor County RECC.

Participation in SimpleSaver is voluntary—here's how it works
One issue co-ops deal with is peak demand. When electric demand is highest, it is called a peak. The biggest peaks take place during summer and winter.

Distributing power during those times is costly, because when demand for any commodity is high, prices increase.

That's where the SimpleSaver program helps participating co-op members and their electric co-op. If water heaters or central air conditioners are managed for just a few minutes during peaks, it relieves the strain on the electric system.

After members enroll in SimpleSaver, participating co-ops will install a remote switch on their central air-conditioning unit(s) and/or their electric water heater(s). Qualified water heaters must be 40 gallons or greater in capacity.

During peaks, the co-op can cycle those units off and on for short periods. The off periods are so short that the co-op member shouldn't notice any difference in room temperature.

In return, participants receive a credit on monthly bills of $5 for each central air-conditioning unit during June, July, August, and September. That's $20 annually that participants can save for each AC unit. For each water heater, participants get a $10 credit on their February bill.

By joining SimpleSaver, participants get bill credits and help delay the construction of future power plants to serve rising demand. Members of participating co-ops can sign up by clicking www.simplesaver.coop or call (800) 305-5493.
